WHEREAS,
Mobility is physical liberty and should be sustainable and equitable:
THEREFORE, BE IT RESOLVED, To encourage economic development and transportation innovation, the ___CITY__or__STATE___ shall regulate grade-separated networks of self-driving vehicles by the following 5X5 Standard:
Network construction must be privately funded. [[place risk on innovators, not taxpayers]]
Networks must exceed 5 times the efficiency on existing roads (125 mpg or equivalent energy efficiency). [[metric driven]]
Networks meeting the 5X efficiency standard are automatically approved unless rejected in writing, for any reason whatsoever, within 30 days of plan submission. [[remove bureaucratic delays and allow governments to enforce public interests]]
Pay 5 percent of the gross transportation revenues to the aggregate rights-of-way holders. [[compensate the taxpayers for Rights of Way use]]
Operate without government subsidies. [[place risk on innovators, not taxpayers]]
Exceed safety performance of transportation modes already approved for use. [[improve safety]]
Obtain Rights of Way access using the existing Rights of Way policies. [[existing for telecommunications and energy]]
Are designed, fabricated, installed, insured, and inspected in compliance with International, ASTM International F24 standards for Amusement Rides and Devices (Disney monorail standard, Oklahoma Department of Labor). Gather more than 2 megawatt-hours of renewable energy per network mile per typical day. [[sustainable energy supply]]

The Solar Mobility Act combines and simplifies into a one page law the best of the laws that built the railroads, the 1934 Communications Act, and the building of the Internet based on standards (versus government plans).
Step 2: Why the ASTM Standard for Theme Parks
ASTM F24 Standards, regulated by the states, have a 10,000 times better safety record than Federal DOT:
0.9 injuries per million using ASTM F24
11,200 injuries per million using Federal DOT standards.
States, not the Federal government, are sovereign of "internal imprements" because of the Boston Tea Party. That demonstration against the government with war-powers trigged a war. To prevent mixing war-powers with commercial self-interests the Federal government is enumerated a limit of "post Roads" with "No Preference" in the commercial facilities of one state over another. There are 21 Presidential veto message that enforce the Divided Sovereignty of the Preamble ("provide" war-powers and only "promote" welfare).

The former will be exercised principally on external objects, as war, peace, negotiation, and foreign commerce; with which last the power of taxation will, for the most part, be connected. The powers reserved to the several States will extend to all the objects which, in the ordinary course of affairs, concern the lives, liberties, and properties of the people, and the internal order, improvement, and prosperity of the State."
For capital and innovators to risk, the law must be clearn and well established.

The ASTM standards are used in 44 of 50 States and many nations. The ASTM standards:
Are widely used and well established.
Are tailored to pedestrians, especially children. Cities should be designed around pedestrians, not cars. Machines should adapt to people.
Have an existing enforcement industry.
Have an existing insurance industry.
Have an existing common law. This is very important because privately funded transportation networks will not have the sovereign immunity that protects DOT from poor safety performance.
The digitizing of communications networks, replacing analog networks with digital networks, required decades to get the regulation correct.
